15. What if teachers and parents formed cooperatives to run schools?

Many models of cooperative structures in education and other fields exist successfully. Cooperatives are more distributed, with greater levels of autonomy & flexibility, as compared to formal top-down bureaucratic structures. What if education moved away from being a purely bureaucratic structure to becoming a cooperative structure owned by the people who benefit the most from it directly?
